About Council on Global Terrorism

The Council is composed of select scholars and government leaders from around the world who meet several times each year. In providing a forum for discussion, the Council aims to facilitate dialogue between the most knowledgeable minds on terrorism and promote information-sharing that will have a direct impact on our ability to prevent and respond to future attacks.

FOCUS
At least at its inception, the Council elected to take a broader view across the disciplines of terrorism. Discussions cover the external struggle against terrorism, internal matters of homeland security, and the effects of U.S. (and other Western-nation) foreign policy on future terrorism.

DIFFERENTIATED CONTRIBUTION
The Council's contribution to the field aims to be unique through three defining attributes:

  1. Intellectual Honesty
    An independence of view is fostered by the setting of a private forum to which members carry neither official title nor responsibility for official policy.

  2. Analytic Rigor
    A high level of reporting, reasoning, and insight are made possible by an authoritative membership.

  3. Global Reach
    A global exchange of strategies and best practices is inherent to the Council's work due to its international composition.

TARGET AUDIENCE
The work of the Council, both its studies and broader communications, are directed toward two audiences. The first is the public and governmental elites in the U.S. and leading democratic nations around the world. The second is the larger public reached; key players themselves in the struggle against extremism.
